The DLC released LUNA V1.0 in December and began accepting applications from solid-state lighting (SSL) manufacturers interested in qualifying their products in April. Eighteen specific 3000K models, of the XSPW Version B Wall Mount Luminaire manufactured by Cree Lighting, are the first outdoor LED products published on the DLC’s LUNA QPL following testing of product performance and attributes by an accredited lab and rigorous review by DLC staff. Over the last decade, we have qualified more than a million products, but thanks to lighting advances, we’ve narrowed that to over 300,000 products on the list today that meet our performance requirements for efficacy, quality, and controllability. Today, 75% of qualified products have integrated controls and 99.5% of qualified products are dimmable, increasing energy savings potential. In horticulture, DLC-qualified LED lighting fixtures are over 35% more efficacious than incumbent, non-LED fixtures. Product Eligibility & Primary Use Designations

The DLC requires additional testing and reporting measures to qualify products with field-adjustable light distribution. Field-adjustable light distribution (FALD) products are lamps, luminaires, or retrofit kits whose light distribution can be intentionally adjusted from the default factory “as-shipped” configuration. Light distribution is considered adjusted when the light intensity in one direction changes relative to the intensity in any other direction.

As a non-profit, we’re supported and funded by efficiency program member organizations throughout the US and Canada. The DLC’s members are a collective force that gives insight and expertise into DLC policy development. As a DLC member, you have a direct effect on lighting quality, innovation, and market transformation of the built environment. For these products, safety testing must be performed by an appropriate safety organization in the US or Canada (i.e. OSHA NRTL or SCC-recognized body).

Over the past 10 years, the consortium has created technical requirements and a qualified products list (QPL) for LED lighting products resulting in domino effects that have influenced product performance, deployment, and adoption of commercial LED lighting practices. Upcoming initiatives will continue to inform the way in which we support the COP 28 climate pledge to double energy efficiency by 2030. Searchable on the SSL Qualified Products List (QPL), LUNA-qualified products are eligible for energy efficiency rebates and incentives designed for SSL V5.1 products. LUNA sets performance requirements for specific categories of outdoor LED fixtures, so that municipalities, energy efficiency programs and other outdoor lighting decision-makers can better support their energy reduction goals and abide by dark sky policies and ordinances. LUNA also helps specifiers fulfill the light pollution and trespass requirements of LEED and WELL building programs, and helps projects follow application guidance in the joint International Dark Sky Association-Illuminating Engineering Society Model Lighting Ordinance.

Our SSL Qualified Products List improves both consumer confidence and sustainability of the lighting industry as a whole – with an end goal of accelerating the installation of energy efficient, better quality lighting for people living and working in the built environment. The DLC LUNA Technical Requirements are designed to mitigate negative impacts of outdoor lighting at night. By establishing requirements and reporting standards on light distribution, spectral characteristics, and controllability, LUNA identifies energy efficient luminaires that minimize light pollution, provide appropriate visibility for people, and limit negative impacts to the environment. In addition to meeting the DLC’s SSL V5.1 efficacy thresholds, LUNA-qualified products must comply with additional dimming, control and shielding requirements to ensure efficient use of lighting energy. There are currently 78 members of the Design Lights Consortium that include regional, state, utility and energy efficiency programs.

In addition to developing tools that reduce barriers to adoption, we’re promoting this energy saving technology as the gateway to enable connected buildings that support carbon reduction goals. Furthermore, the DLC established a framework to align our utility members' efficiency goals — the QPL — which has been adopted by 75% of North American energy-efficiency programs. Through this framework, our members were able to achieve efficiencies by pooling their resources for research, collaborating on a single set of requirements and utilizing one objective list of qualified products to provide consistent offers.
